A: MS4 Area Boundary Narrative
Starting Point: Hwy 17 and Seaton Street on the northwestern edge of the
City
From the
intersection of Hwy 17 and Seaton Street the corporate
limits follow Seaton Street east to Grant Street turn north
on Grant Street and then east again just south of Emily
Street. They then turn north approximately 250 feet west of
the intersection of Emily Street and Lucille Street to
Northern Avenue. They continue east for approximately 3,500
feet, south 500 feet, east 250 feet and northeast along
Michigan Avenue, otherwise referred to as 25, 1,500 feet.
The corporate limits then turn east for approximately 2,500
feet, south 1,000 feet, east 250 feet, south 1,500 feet,
southwest 500 feet, northwest 500 feet, southwest 1,500
feet, west 500 feet, north 1,000 feet, west 1,250 feet, and
south 2,000 feet to the north bank of the Eel River.
The
corporate limits gradually cross the Eel River in an
easterly direction to a point along the south bank just
north of 24th Street. They turn south
approximately 500 feet, northeast 2,500 feet and north 1,500
feet to a point on the south bank of the Eel River at W
Roselawn Drive extended. The corporate limits continue to
follow the south bank of the Eel River with the exception of
a block of land north of Parkmount Drive and west of
Parkwood Drive.
At a
point along the south bank of the Eel River, approximately
500 feet east of Parkwood Drive, the corporate limits turn
south for approximately 500 feet, east 2,000 feet, and south
500 feet to the intersection of High Street Road and Long
Tree Lane. They continue west for approximately 200 feet
and south for 4,000 to Hwy 24.
At Hwy
24 the corporate limits turn west to the intersection of US
Hwy 24 and Grandview Drive where they turn southeast
following Grandview Drive for approximately 1000 feet, west
3,000 feet, south 250 feet, west 250 feet, south 1,000 feet,
west 250 feet, south 750 feet, west 500 feet, north 1,000
feet, west 250 feet, north 500 feet, west 500 feet, north
250 feet, west 1,000 feet crossing over Marleton Road and
south 2,000 feet to Tomlinson Drive.
Continuing west along Tomlinson Drive for approximately 500
feet, the corporate limits the turn south for approximately
3,000 feet, west 1,000 feet, north 2,000 feet, west 3,000
feet (to the end of Sunset Drive), south 1,000 feet west
1,000 feet and southwest to Pottawatomie Road. They
continue west along Pottawatomie Road for approximately
1,500 feet, southwest along Magee Street to the north bank
of the Wabash River.
Crossing
over 18th Street, the corporate limits continue
west along the north bank of the Wabash River for
approximately 1,500 feet where they cross the river and
follow the Conrail Railroad back (southeast) to 18th
Street. They continue to follow the railroad right-of-way
in a southeasterly direction for approximately 4,000 feet
before turning south at US 35 for approximately 1,000 feet.
The corporate limits then turn west for approximately 1,000
feet and run parallel with Us 35 to the north. They then
turn north at Humphrey Street for approximately 500 feet,
west 2,000 feet, north (crossing over US 35) 500 feet, back
east 1,500 feet to Humphrey Street, northwest 500 feet,
northeast 500 feet, east 500 feet, north 500 feet, and west
2,000 feet crossing over Humphrey Street to Hwy 29.
At Hwy
29 the corporate limits turn south for approximately 500
feet and then west along W Clinton Street to Hwy 35 turning
south again along Hwy 35 for approximately 2,000 feet to 250
S. Following 250 S west for approximately 2,000 feet, the
corporate limits then turn north for approximately 500 feet,
west 500 feet, south 100 feet, west 500 feet, north 1,000
feet to 25. They then follow 25 northeast for approximately
5,000 feet, turn east for approximately 1,000 feet, north
1,000 and continue following 25 northeast to Cicott Street.
The
corporate limits turn north along Cicott Street for
approximately 500 feet, southwest 500 feet, north (crossing
over the Wabash River) 1,500 feet, and follow the north bank
of the Wabash River approximately 1,500 feet west of Western
Avenue where they turn north approximately 1,000 feet, east
1,500 feet, north 2,000 feet, east 1,000 feet and northwest
500 feet to US 24.
The
corporate limits follow Hwy 24 east to turning north at
Holland Street where they continue in a southwesterly
direction along Holland Street for approximately 1,500
feet. They then turn north for approximately 2,000 feet,
northeast 500 feet, and northwest 500 feet to Delaware Road.
The
corporate limits then follow Delaware Road east for
approximately 500 feet, north 250 feet, west 500 feet, north
500 feet, west 2,00 feet, north 2,000 feet east 3,000 feet
and north 1,000 feet to Royal Center Pike. They then follow
Royal Center Pike. Southeast back to the intersection of 17
and Seaton Street; the starting point.
